WC-PLN exists to bring together educators, practitioners, and student leaders committed to strengthening peer learning and student success through collaboration, professional learning, and shared practice.

What began over a decade ago within the local Supplemental Instruction community has grown into a broader regional network united by a shared belief in students empowering students to succeed. Today, WC-PLN connects educators, practitioners, and student leaders across all peer-to-peer academic support modalities and educational settings.

The West Coast Peer Learning Network (WC-PLN) began in 2015 as a grass-roots effort by colleges and universities in California’s Inland Empire supporting students through Supplemental Instruction and Tutoring programs. What started as the Inland Empire Supplemental Instruction (IE-SI) Regional Group evolved into the West Coast Supplemental Instruction (WCSI) Conference and has now expanded into WC-PLN, a broader, mission-driven network supporting peer-to-peer academic learning initiatives across the western region of the United States and beyond.

The mission of WC-PLN is to advance the collective impact of peer-led academic support by fostering collaboration, sharing evidence-based practices, and supporting the professional growth of those who design, lead, and participate in peer learning programs. Rooted in the guiding principle of “students empowering students to succeed,” WC-PLN centers both student experience and practitioner development in its work.

WC-PLN serves as a collaborative network of academic support professionals, faculty, administrators, and student leaders, providing year-round opportunities for connection, learning, and leadership development through conferences, webinars, and regional initiatives.

Meet the WC-PLN Leadership Team

The WC-PLN Leadership Team is a collaborative network of volunteer leaders who provide strategic direction, oversee key initiatives, and advance the organization’s mission of strengthening peer learning across higher education.

Executive Board

James Graham, Ed.D., M.A. is the Peer Learning Programs Coordinator at California State University, San Bernardino, and has served with WC-PLN (WCSI) since 2016. Drawing on three decades of leadership experience across higher education, nonprofit, and private-sector organizations, his research and practice focus on peer learning, organizational belonging, neurodiversity inclusion, change leadership, cross-functional collaboration, data-informed practice, and student development. Whether working with individuals or organizations, Dr. Graham is committed to creating inclusive environments where students and educators can thrive.

Janice Levasseur, M.S. is the Assistant Director of the Center for Academic Achievement at East Tennessee State University, an SI Associate, and a Certified Trainer with the International Center for Supplemental Instruction. She has served with WC-PLN since its founding in 2015. With more than two decades of experience in mathematics, tutor training, and Supplemental Instruction, Janice is dedicated to creating inclusive learning environments that empower students, peer educators, and fellow practitioners through collaboration, leadership development, and evidence-based practice.

Arezoo Marashi, M.S. serves as Academic Support Coordinator and Mathematics faculty at Norco College, an SI Associate with the International Center for Supplemental Instruction (ICSI), and a member of WC-PLN since its founding in 2015. Her work focuses on developing equitable, evidence-based peer learning programs, fostering leadership development, and strengthening regional collaboration. Arezoo is passionate about creating learning environments that empower educators, practitioners, and student leaders to connect, share best practices, and learn from one another to advance student success across campuses and communities.

Rebecca Moon-Stone, M.P.A. is the retired FIER Regional Network and Southern California Network Coordinator for the California Community Colleges Success Network (3CSN) and has served with WC-PLN since its founding in 2015. During more than 16 years at Riverside City College, she led Supplemental Instruction initiatives supported by state and federal grants and pioneered student employee leadership development. Rebecca remains passionate about expanding access, strengthening peer learning, fostering professional collaboration, and advancing student success across higher education.

Kathalena Rios, M.S. is the Supplemental Instruction Coordinator at Mt. San Jacinto College and has served with WC-PLN since 2016. Having progressed from SI Leader to SI Mentor and now Coordinator, she brings a comprehensive understanding of peer learning and student leadership. Kathalena is passionate about developing innovative academic support programs that empower students, strengthen peer educators, and create meaningful opportunities for learning, leadership, and long-term academic success.

David Rowell, B.A. is the Embedded Tutoring and Supplemental Instruction Specialist at Mt. San Jacinto College and has served with WC-PLN since 2023. Beginning as an SI Leader, he has built his career around peer learning, student leadership, and academic support. David is passionate about equity, accessibility, and developing inclusive learning environments that empower students, strengthen peer educators, and foster meaningful opportunities for academic growth, confidence, and long-term educational success.

Area Leads & Operational Support

Lydia Keema, M.A. is the Supplemental Instruction Coordinator at California Polytechnic State University, San Luis Obispo, and has served with WC-PLN since 2026. She leads Supplemental Instruction and Tutoring and Learning Center programs supporting student success across the curriculum while also serving as Chief Steward for the Academic Professionals of California. Lydia is passionate about peer learning, student leadership, educational equity, and fostering collaborative learning communities where students, staff, and institutions can thrive together.

James Leduc, B.S. is an Academic Intervention Specialist with the TRIO Student Support Services program at California State University, San Bernardino, and has served with WC-PLN since 2025. Beginning as a Supplemental Instruction Leader, he has built his career around peer learning, academic coaching, and student success. James specializes in metacognition, academic resilience, and data-informed coaching, helping students develop the confidence, strategies, and persistence needed to achieve their educational and personal goals.

Hannah Gulley, B.A. is the Graduate Assistant for the Center for Academic Achievement at East Tennessee State University and serves as a paraprofessional representative on the WC-PLN Events Planning Team. She served as the Academic Coaching Student Assistant Coordinator and Supplemental Instruction Mentor at ETSU. An emerging leader in peer learning, Hannah has presented at the WC-PLN Conference and developed collaborative learning strategies recognized by the International Center for Supplemental Instruction. She is passionate about mentoring student leaders, cultivating supportive learning communities, and encouraging authentic student growth through peer leadership.

Steven Wilson, B.S. is a Software Engineer specializing in web technologies, automation, and user experience design and has served with WC-PLN since 2023. He provides technical leadership for the organization’s digital infrastructure, website development, and online systems. Steven is passionate about leveraging innovative technology to strengthen communication, expand access to professional resources, and build digital experiences that connect peer learning professionals and support collaboration across colleges and universities.

Humberto Gonzalez, B.S. is the Interim Academic Success Coordinator for Supplemental Instruction at Moreno Valley College and has served with WC-PLN since 2024. Having previously served as an SI Leader and SI Mentor, he brings a comprehensive perspective on peer learning and student leadership. Humberto has presented at multiple WC-PLN conferences and is passionate about reimagining academic support through innovative, inclusive practices that foster belonging, strengthen student engagement, and promote lasting academic success.

Matthew Tener, M.A. is the Supplemental Instruction Coordinator at California State University, East Bay and has served with WC-PLN since 2021. His professional experience spans learning support, disability services, academic writing, tutoring, and college access programming across multiple California institutions. Matthew is committed to fostering inclusive learning environments, strengthening peer learning initiatives, and advancing evidence-based practices that expand educational opportunity, support student achievement, and promote success for diverse campus communities.
